Rate limits
Organisation-wide RPM shared across Projects and API Keys.
Scope
Rate limits are requests-per-minute (RPM) at the Organisation level. All Projects and API Keys in that Organisation share one pool. Limits are configured by a Platform Admin only. Phase 1 is not token-based.
Exceeded response
When the Organisation RPM is exceeded, the gateway returns 429 with a Fabric error message such as Rate limit exceeded. Retry with backoff.
